Availability rotates. Sometimes there are several, sometimes the runway is bare, and no amount of searching under fire changes that. If nothing is parked, leave and come back.

Why fighting back is the losing move
The instinct once the alarm goes off is to shoot. It is wrong, and understanding why makes the whole run easier.
Soldiers respawn and reinforce. You are one person with limited ammunition standing on an open runway, and every second spent aiming is a second not spent moving toward the aircraft.
Your opponent here is the clock, not the garrison. A player who sprints past everything with half health left reaches the jet. A player who wins three firefights does not, because a fourth group is already arriving.
The run that works, step by step
- Get in. Whichever route you used, the alarm is now live and the clock has started.
- Head for an open hangar along the runway. Do not detour, do not check the buildings.
- Climb onto the jet and break in. The animation takes a moment and you cannot cancel it.
- Point down the runway and accelerate. The jet needs distance to lift.
- Climb steeply once airborne, away from the base.
Step three is where most attempts fail, and not for the reason people expect. It is not the animation length, it is that players start it while standing in the open with soldiers already firing. Approach from the side of the aircraft that puts metal between you and the shooting, then start it.
What you need before you start
Preparation for this run is short, and skipping it is why people repeat it ten times.
Save the game. Not optional. The attempt costs nothing when you can reload it.
Bring armour. Not to fight, but to survive the sprint from the fence to the hangar.
Have a fast vehicle. The distance inside the base is larger than it looks from the map, and crossing it on foot doubles your exposure.
Know which hangar you want. One reconnaissance trip along the perimeter is worth more than any guide, this one included.
None of this makes the run safe. It makes it repeatable, which is the useful property when the whole thing takes half a minute.
The first ten seconds in the air
Getting off the ground is not escaping. Expect at least one homing missile immediately after take off.
Three things decide whether you keep the jet.
Altitude. Climb hard and keep climbing. Missiles and ground fire are both far more dangerous low.
Direction. Head away from the base over open ground. Flying toward the city adds police attention to military attention.
Patience. Do not turn back to admire anything. The wanted level clears while you fly straight, not while you circle.
What to do with it afterwards
A stolen jet is temporary by default. It disappears when you save, switch character or die, and there is no hangar space for it in the story mode unless you own one.
So decide in advance what the jet is for. Flying somewhere specific, causing chaos, or just proving it can be done are all valid, but none of them survive a save.

Doing it early versus doing it late
The run is possible from early in the campaign and unpleasant at that point. Low health, weak armour and no useful special ability make the sprint to the hangar a coin flip.

If it keeps failing, that is usually the reason. It is not a skill wall, it is a stats wall, and it moves on its own as you play.

Why this run rewards knowing the layout
Everything about stealing a fighter jet in GTA 5 comes down to how much of the base you can cross without thinking about it.
A player who knows exactly where the open hangars are runs a straight line. A player who does not spends ten seconds looking around, and ten seconds is the entire margin.
That is why the scripted mission visit matters so much. It is the one time you see the inside of the base without anyone shooting, and the layout does not change afterwards.
If you have not had that mission yet, drive the perimeter once. You can see the hangars from outside the fence, and nothing attacks you for looking.
Alternatives that are not a jet
If the goal is flying rather than the specific aircraft, the base is a lot of trouble for something you can get elsewhere.
Helicopters spawn at hospitals and on rooftops, take off vertically and land anywhere. For moving around the map they are simply better.
Light aircraft sit unguarded at the desert airfield, and nobody shoots at you for taking one.
Bought aircraft arrive in your hangar and survive saving the game, which no stolen jet does.
The jet is worth stealing because it is the fastest thing in the sky and because doing it is a small achievement. As transport it is the least practical option in the game.
Flying it once you are clear
The LAZER is the fastest thing in the game and it handles like it. Two habits keep it in one piece.
Turn gently at speed. Hard inputs at full throttle put the aircraft into a spin that is difficult to recover close to the ground.
Slow down long before you land. The approach that works is shallow and slow, lined up with the strip from a long way out. Arriving fast and steep is the standard way to destroy it.
Both are worth practising away from the base, because the moment after escaping is exactly when people relax and fly it into a hillside.
If you want to keep flying it
Once you are clear, the jet stays yours until something ends the session. Land it somewhere flat and remember that the runway you know best is the one you just left, which is not an option any more.
The desert airfield is the usual answer: long strip, no security, and close to the rest of the map. Landing anywhere else with a fast aircraft usually ends in a fireball, which is an expensive end to a good run.
